The Permit Extension Act of 2010 would allow shovel-ready private construction projects (residential, commercial and industrial) that have received state and local approvals, but are experiencing temporary financial difficulties due to the recession and credit crisis, to remain valid for three years. The bill would extend permits in effect or existence from January 1, 2008 through January 1, 2011 for an additional three years. The Home Builders Association of Western Massachusetts urges the Legislature to enact the bill before it concludes its formal business on July 31.

Training, certification and work practice requirements for lead paint initially became effective April 22, 2010 however, the EPA has acknowledged concerns and will offer additional and sufficient time for renovation firms and workers to obtain necessary training and certification as follows:
- Until October 1, 2010, the EPA will not take enforcement action for violations of the RRP (Renovation, Repair and Painting) Rule’s firm certification requirement.
- For violations of the RRP Rule’s renovation worker certification requirement, the EPA will not enforce against individual renovation workers if the person has applied to enroll in or has enrolled in, by not later than September 30, 2010 a certified renovator class to train contractors in practices necessary for compliance with the final rules. Renovators must complete the training by December 31, 2010.
